Information for training providers


Training providers are important Children's Trust partners in the delivery of the Children’s Trust workforce strategy. They support the ongoing development of the existing children and young people’s workforce (approximately 35,000 people in Devon) and provide training and education for our future workforce.
Devon's Children's Trust aims to support the delivery of services, enhancing the 5 Every Child Matters outcomes, by working with training and development partners to develop a world class workforce.

Agencies and services across the Children’s Trust (eg. early years and childcare service, youth service, health, social care, police, voluntary services) commission and procure training to meet their own sector needs. Training contracts led by Devon County Council’s Children and Young People’s Services (CYPS) and funded through CYPS budgets will be issued following a quote or tender process. Where multi-agency training is required, CYPS may, in some cases, be the lead partner and funding may come from various budgets to support the contract. Other partner agencies may also take responsibility for contracting with training providers on behalf of the Children’s Trust. Training and development will, in future, be part of the commissioning and procurement cycle for service contracts.

It is the training provider’s responsibility to check regularly for tender opportunities.

Training providers undergo an annual contract review to assess the need for existing programmes and review the quality of training. The review also gives CYPS Workforce Development the opportunity to add any necessary amendments to the contract to ensure it is in line with Government requirements.

Training providers with contracts managed by the CYPS commissioning and procurement team (early years and childcare service, social care, support work in schools or multi-agency) which expire in 2010 will be notified individually as to whether their contracts will be extended until September 2012. Variation letters will be issued to take account of changes in need, evaluations and national developments such as the Integrated Qualifications Framework.

Where there are gaps in existing provision, the quote or tender process will be followed between the 3 year commissioning and procurement cycles.
