Local implementation of ContactPoint in Devon
Local Implementation is being led by the Assistant Director of Integrated Children’s Services through the AXS Programme Board which reports to the Devon Children’s Trust.
Representatives on the board have signed up to a Partnership Agreement which lays out the principles for duty to co-operate partners. Most partners now have a ContactPoint lead who attends the Implementation Group and co-ordinates the work in their organisation.
Each partner is developing their delivery plan which outlines the main elements for implementation. This includes:
- accountability
- workforce analysis – who will use ContactPoint?
- work required for the service to become accredited
- what data will be supplied to ContactPoint?
- changes to business processes – how ContactPoint will be used, including thresholds and involvements
- communications plan for staff and clients
- training plan.

The DCSF have a phased rollout across all local authorities and national partners, including Barnardos, NSPCC and KIDS. Following feedback from these Early Adopters, Devon has started a phased rollout for staff within Children and Young People’s Services and is supporting other organisations through accreditation and training.
The ContactPoint Management Team at Devon County Council is now fully trained and operational. The Children & Young People's Services was accredited to use ContactPoint at the start of December 2009, and we are working towards accreditation with other organisations, such as Devon PCT and Devon & Cornwall Constabulary. Once all the training and security checks have been successfully completed, authorised users are issued with a username, password, PIN and security token so that ContactPoint can be used.
Organisations not represented on the AXS Programme Board will be contacted during 2010 to advise you about what you need to do to prepare for ContactPoint. This could include identifying who in your organisation would need to be trained to access ContactPoint and what you will need to do to make sure it is accessed safely and securely.
Sixteen Youth Offending and Y-Smart staff were trained in December and are finding the system helpful in carrying out their work quicker.
